About ICPI

Founder, Tanner M. George, Sr. described ICPI as “a comprehensive plan designed to help inner-city residents achieve social and economic progress.” Mr. George long anguished over the lack of economics in the inner cities of America.

In the absences of economics, teen pregnancy, gangs, AIDS, gun proliferation, and lack of employment have all played a dominant role in creating and perpetuating the dire state for millions of people in American Cities. Mr. George was convinced inner-city residents desperately want to see their neighborhoods and communities’ progress.

According to Mr. George, “the inner-city man is both the culprit and the victim in a sad saga that plays out daily.” Mr. George's efforts concentrated on changing these ills through the ‘Inner City Progress Initiative.' He felt that if a man stands whole than many inner cities’ problems could be repaired by now dads, husbands, breadwinners, and community contributors.

PROJECT TRANQUILITY

Inner City Progress Initiative (ICPI) is a program (plan) that is designed to assist inner city residents in rising from the quagmires of despair, degradation, and hopelessness.

 

The Mission, Goals, and Objectives from which the Inner City Progress Initiative draws much of its substance as detailed in a handbook authored by Tanner M. George, and copyrighted in 1996.  That book, the name of which is Project Tranquility, is a guideline for total community involvement in aiding inner city residents. It was produced in response to requests from community leaders who wanted to see positive alternatives to the harsh negatives that plagued inner city residents’ lives.  An organization was put in place to implement the solutions recommended by the handbook.

 

After receiving the handbook, the involved community leaders determined that the proffered organization was not set up to effectively execute the plan that is detailed in Project Tranquility.  The leaders realized that a broad-based support structure would be required to host vital parts of the program.  As with so many inner city help programs, Project Tranquility died due to inaction.

THE GOAL

The basic goal of ICPI is to utilize all of the resources of America, including private efforts, as well as local, State and Federal government assistance, to accomplish its mission.

The ICPI plan limits the initiative to coordinating and referring. In order to achieve its goal, ICPI shall form partnerships with private and public entities as well as with concerned individuals. This is one of its prime objectives. ICPI will utilize the services offered by its partners to assist the success of the program.
